It always was the right of everyone to refuse to vaccinate. Some have insisted on selfishness, unwilling to accept short term consequences of that choice, making demands that their choice not be vaccinated should be ignored and they can carry on as usual to weaken and whiteant the team.

Residual or 'Limited' protection is not going to be the difference between a flu and ICU. It might be the difference between hospitalisation and ICU.
