I would love to know why the ref wasn’t calling 6 again when Melbourne were close to the try line and Penrith clearly coming off the line before the play of the ball constantly.

Why for many years I've said they need dedicated video refs. Trained video refs who never run on the field, all they do is video reffing

That doesn't show the ball on the ground. On the balance of probabilities, it looks like is arm has to be under it, it's the only place it can be. And it went up no try, so the balance of probabilities is enough.
