West gippsland is a strong league, with growing populations, around Warragul, Phillip island and Inverloch, I'd think it's a different situation to picola

Appreciate the variation in population growth.
Key point is they are allegedly not being offered affiliation to the local commission , something even the largest growing and strongest leagues have been offered in the past .
