these ticketek systems have been shithouse for years, every year it's the same not once has it gone smoothly for everyone. they must just be building crap upon crap rather than building a proper distributed system.
I think they use the softix platform, it must be an absolute piece of shit. hey ticketek throw that shit in the bin and get on the eventbrite platform or invest in engineering and build your own you arse holes

I believe the "Allocation exhausted" message is bullshit -- you can watch the network request go out when you click "Next," and it will pop up the "exhausted" message if 4 minutes passes before it gets a response. I.e. it has no idea whether the allocation is exhausted or not, it just can't get a response from the ticketek servers.
I got that message a bunch of times, trying for 5 tickets, then suddenly it found me 5. (Then it timed out before I could buy them, of course.)

You can just buy category 1 tickets through afl travel and selecting the cheapest accomodation (doesn't matter if you actually stay there or not).
