Absolutely not.Surely the bump rule should be changed to if you collect them high with your arm or torso.
Getting them in the head with your head is clearly not intentional.
The AFL's position is that if you choose to bump, then a head clash is a foreseeable outcome - and you are responsible for any/all consequences of the contact. This is explicitly spelled out in the AFL Tribunal Guidelines:
