Ducking your head is ducking your head. Shuey was weaving through traffic. He keeps low to remain balanced and not get knocked off the ball. If somebody comes through and rips his head off, then it is a free kick. Always has been.

No. He was dodging and weaving and trying to turn his opponent inside out. Players always get low when they're trying to turn on a dime like that. If he was playing for a free he would've gone to ground of flung his head back, but he didn't, he kept on going and won the ball.
