and we have agreed fees so far for
Ze Eduardo (loan), Ricardo Vaz Te (700k), Nicky Maynard (2.5 mill)
If no one left that means we have 12 first team strikers

Barrios will cost 3 if not 4 times what Rodallega would cost. Its silly too compare the two. Barrios is also leaving to get first team football. He will get that at Fulham with Zamora leaving. He wont get that at Tottenham with Adebayor still around
Anything Fulham can afford, we can too. Barrios will walk into our team when Adebayor returns to City, and for the next 6 months, would provide competition for Adebayor, which is vital.
Not even getting to the fact that we're a much better club than Fulham, with much higher ambition.
