There is racism in every country. However most Western countries are at least moving in the right direction, some Eastern countries(not all) seem to be stuck in the early to mid 1900's.

That's exactly right. South America's a great example - up until the early 1900's Black footballers in Brazil were not ever awarded free kicks from being fouled. Uruguay lead the way and started playing black footballers in its national team from 1916 onwards and nowadays racism is virtually non-existent there these days, there's no stigma about skin colours and ethnic backgrounds. The rest of South America followed suit soon after. I don't think banning Serbia completely from all forms of football is the right way to go about it, unfortunately for them they have been brought up on racism and it will take plenty of education and a few generations before it disapperas (they're probably where England was in terms of racism 40 to 50 years ago). Large fines and playing games behind closed doors would probably be appropriate punishment for them and we can only hope future generations there are not brought up on racist hatred.
