2 is the best. 1 is a personal/revenge banger with a cool mysterious world, 2nd expanded on the world just the right amount and the action was probably more exciting and interesting.
Wheels were falling off on the third one. The whole lore was too absurd to keep pulling the curtain back on. At least it had some memorable action sequences.
More high table snoozefest in the newest one, way too much retread, way too long. Pretty much only one memorable sequence (no spoilers) - the top down Hotline Miami style bit near the end.
