I don't think the UNSC members can veto a recognition of the ICC's jurisdiction. Syria could request / recognise ICC jurisdiction.

I'm not sure how past crimes that pre-date the date of referral to the ICC prosecutor are treated or investigated, or if they're basically outside the ICC's remit.

Syria can accept an ICC mandate for jurisdiction without being an ICC member. This is what Ukraine has done as of 2015 and this is why the ICC has been able to issue an arrest warrant against Putin for the war crime of forcible transfer of Ukranian children on a large scale to Russian territory along with Russia's child commissioner.

An ICC mandate cannot however be backdated.


War crimes can be investigated and charged in states that are not ICC members or do not have an ICC mandate for jurisdiction.


This however requires a UNSC resolution for such an investigation to proceed. From ICC webstie:


Jurisdiction​


The Court may exercise jurisdiction in a situation where genocide, crimes against humanity or war crimes were committed on or after 1 July 2002 and:


  • the crimes were committed by a State Party national, or in the territory of a State Party, or in a State that has accepted the jurisdiction of the Court; or (this does not apply to Assad)
  • the crimes were referred to the ICC Prosecutor by the United Nations Security Council (UNSC) pursuant to a resolution adopted under chapter VII of the UN charter.


In the case of Assad there is a 100% certainty that Russia will veto any UNSC resolution for the ICC to investigate Assad.


Another example is there was a UNSC resolution tabled for an ICC investigation into the MH17 shootdown as a war crime. At the time Ukraine did not have an ICC mandate and was not an ICC member. So, a resolution was tabled in the UNSC for ICC jurisdiction on the case. Russia vetod this immediately for obvious reasons.

There's another mass grave estimated by workers responsible for covering it over, to hold 150,000 bodies. It's just over the fence to a Russian and an Iranian base, now abandoned.

If she’s alive, she’s doing better than all of her husbands victims. Can’t imagine she would be all that safe in the UK either.

There's a huge mass grave almost in the backyard of the Presidential Palace. Maybe she didn't know but she probably does now and she'd know that her husband will go down in history as one of the most diabolical war criminals since Hitler.

It's being said there's more evidence of atrocity and acts of savagery than the Nazis left behind.

The pair created a network of “shell companies and corporate facades” to let them access money via “seemingly legitimate corporate structures and non-profit entities”.

They also laundered money acquired from “illicit economic activities, including smuggling, arms trading, drug trafficking, and protection and extortion rackets”.

Asma, as Syria’s first lady, was no mere bystander to, or beneficiary of, her husband’s corruption. Rather, she was deeply, actively involved in “cultivating a network” to stockpile their riches.

“These networks penetrate all sectors of the Syrian economy,” the department said. It added that Asma had gradually, over the years, built up her influence over Syria’s central economic committee, as well as its non-profit and telecommunications sectors.

Charles Lister, the founder of SyriaWeekly.com, said this year that Asma had also skimmed off 20 to 50 per cent of every dollar the UN sent in aid to Damascus. She also used food aid as a currency to extract loyalties from her associates.


She is apparently battling leukaemia following breast cancer.

Yikes, makes me never want to donate to international aid organisations ever again.

That might actually be one of the purposes behind the claim by Lister. Or more specifically, to undermine support for the UN.

Whether the claim is true or not? No idea.

But everyone needs to be very careful about just blindly believing what they read in this era of dis/misinformation.

The only way she didn’t know, is by deliberating choosing to not ‘know’. There’s no way she was unaware of the suffering and slaughter.
 
It was the useless and wasteful UN. They have people working bravely in dangerous areas but billions upon billions are wasted on overpaid burecrats and managers in an organisation that can't make decisions and has no guts.

She's going down the Navalny path unfortunately.

Probably knows about Assad's chemical weapons program & attacks on civilians. She knows too much about the Russians which generally has a negative effect on one's health.
