theres a difference between a shoulder shrug (throwing the tacklers arms clean over your head, basically thowing off a tackler and what shuey does. Shuey grabs the tacklers arm, chucks the arm up and wedges the arm between his shoulder and head.
Like the ducking of the head rule, he's initiating the contact. should be play on for mine.

Btw for those Collingwood supporters saying their players don't use the technique. Pendlebury just lifted the arm to get a high free kick.
