The only vibe I get from this guy is he is a misanthrope.I've read his stuff before, so my guess is he's talking about the increasing number of people unable to find things like full time employment that are left out of having a 'meaning' to their existence in a society that measures meaning by working.
He's talking about worth in the sense that people have a sense of value, not in the sense that is intimated in the tweet that he wants to eradicate and cull them.
Then he talks about how these people will spend their time, and his thoughts are using drugs and playing video games. Pretty much what people already do when they're in a situation where they have little of value to do with their time.

I haven't seen the earlier part of that particular quote, but I think there is some cognitive dissonance at play with your assumption of what he means.
He has been quoted a significant amount of times stating that "we don't need the vast majority of the population". No, he isn't talking about culling people, but his (and Schwab's) views on where they want the future to take us plays a great part of why he believes most humans to be worthless. His views on AI, trans humanism etc. should be cause for concern for many people and ideally we should be having far greater discussion on where the future is taking us, not feeling compelled (like you feel) to automatically defend these people like you are performing a community service.
