I've always thought that something similar to this could be a good idea. If the AFL could somehow get two struggling Victorian teams (Kangaroos? Bulldogs? whoever...) to relocate (Tasmania? Canberra? a second side in Sydney or Queensland? wherever...), even if they have to guarantee them more...

We've done pretty well, considering that the first AR club ever formed over here was in the mid-1990's. NO ONE played the game over here before then. New Zealand and PNG (and Canada and Britain -- although I understand Britain has been mainly ex-pats) have been playing the sport for much longer...
