Browns WR-less could lose to Jets and then again Steelers, whilst Ravens have two easier games vs Giants and Bengals. Could very well be Browns who miss out

Surely a competitive issue. Seemingly, the idea is each team will play one game on a neutral (perhaps international) site, therefore all teams play 8-8-1 h-a-n.
