its close. first contact was shoulder.

can see it being taken off, but also wouldnt shock me if its confirmed. Pac-12 is generally tighter on targeting than most crews.

That's not a penalty
you dont need helmet to helmet for targeting. its just a guide. if its defenseless and to the head/neck area it can be enough even if the shoulder made the contact.

2-3 years ago it would of been 1st down Ohio St. but thankfully they changed the rule where the penalty is also overturned and not still tacked on when reviewed and ruled no targeting.

Was he forced, though? I don't recall seeing him be pushed but there also wasn't really a good look at it.
