yes, it's probably correct to assume he can dangle words out there and know his supporters will react. he may do it knowingly or unknowingly. he may think it attracts votes, and he might even think or hope someone will act on it. it's strange for someone who was themselves nearly assassinated.
but does this then mean if we're primarily concerned about how dangerous his words have the potential to be, then perhaps we ought to leave in any bits he's said that may lead his supporters away from making those conclusions and acting on his words? if his words are dangerous with or without context, why take bits out?

my other reason for being uncomfortable about edited clips is it tends to cheapen the argument. why give an opponent an opportunity to say you're arguing in bad faith - it gives them an out.

That is the point of dog whistling, giving plausible distance between the whistler and the dogs. He should loudly denounce for using such language. He could have used regular combat imagery, not a firing squad. That is a big effin distinction. Maybe he could have used John McCain as an example of combat vet.
