Sorry - but I completely disagree. Your idea is not neutral at all, playing team A in year 1, and team A in year 6 could be as disparate as playing the top team and the bottom team ... I don't see any advantages in a 6 year spread of "equity".
TLDR - 17-5 with a change of the draft order would work.You're missing the point I'm making. A purely mathematical draw is by definition "neutral" because it eliminates any tinkering. Any system that tries to impute some sort of relativity is equally, by definition, not neutral. Your example hits the nail on the head. Who you play isn't pre-arranged, it's simply playing the other teams in order. Currently almost without fail some team that was considered an outsider for the 8 gets a favourable draw but then turns out to be better than expected and constant references are made to their easy draw. My proposal won't eliminate easy/tough draws, nothing can do that with the number of sides we have and the season length. But the fairness will be that this situation was not manufactured, but entirely random .
As for not seeing the value in playing every other team an equal number of times, both home and away, over a set time frame, 6 years, that staggers me. That has to be an ideal scenario in terms of fairness. Unless of course your idea of fairness is an ever changing concept depending on any number of factors.

No I'm not missing the point ... I hear you, you are saying that a fixture that is set takes away any advantage that could be manufactured by the AFL and replaces it with advantage that is based on chance. How is that an improvement? This might actually create easier fixtures and harder fixtures for some teams than the current system - and those hard-hit teams might (by pure bad luck) be already in a bad position. Those same lowly teams will then tank the crap out of those years. (and be able to plan that tank from a long way out)
Surely your starting point has to be to make a better competition that delivers tougher fixtures to the better teams, and easier fixtures to the worse teams?
The Footy Maths option is a good start imo - although after a review of the proposal (I hadn't read right through for a while) I don't really like the way the top 8 is finalised in their solution.
Maybe it will come down to the 17-5 system, which isn't the worst idea. Two teams in each non-Vic state means you can alternate one home / one away each year and make sure all teams don't have double up non-Vic travel in the first 17 games every year. All scores are wiped clean and final 5 games are like a new mini-season. Top 6 teams fight for the position in the finals. Next 6 fight out for final 2 spots in the top 8. Bottom 6 fight out for a bonus pick. How they work out the home-and-away of those last 5 games will be interesting, but the teams that finish highest after the first 17 rounds should get an advantage.
I think the 17-5 system with a revamp of the draft order would work. A draft lottery for the bottom 6 and bonus picks structured around finishing positions to discourage tanking in the final 5 games as well as giving a leg up to the teams that need it most:
