They're not allowed to do random id/visa checks, they have to have a valid reason to request your id, papers ect.They are just doing random visa and car checks because there are a lot of people who are working and living illegally in the country.

VICPOL can't either PTV Authorised Officers and PSO's can in relation to public transport infringement but that is restricted to Public Transport Users, they can't just accost people randomly on the street and ask for ID.Being that it was a JOINT OPERATION with VICPOL they absolutely could stop anyone and ask for ID.
