I'd say the Lions rebuild began at the end of 2014. When they began clearing out what was a fairly old list, that had just finished bottom 4.
The worst of the pain in 2015-16 began under Leppitsch. They'd cleared out a fair bit of dead wood by the time Fagan started.

He's done a great job up there, but the rebuild was a couple of years old before he took over.
