If it's a betmakers site it's flawed from the beginning. I'm not sure how the software does it but if you get a bet rejected close to the start of a race and the bet loses you will find the bet been accepted and resulted as a loss they honour the bet. If the bet wins you never placed the bet because it was rejected in the first place.
