Because not only do the umpires only give votes to midfielders, they have a select group of about 6-8 MFs that they reward with 3 votes. As the years go by, forwards and defenders receive fewer and fewer votes- its all concentrated on a select group of MFs. Hence, the leaders will all rack up 30+ votes. It will only get worse.
