China has to pay? Well that could get pretty complicated. For starters, there's the issue of joint liability. We have Taiwan and South Korea as a baseline of what a country could look like if the pandemic was competently handled, so that would be around the baseline level of joint liability China might have, with the balance being the liability of each individual nation's incompetence. Then you have to establish within that, to what degree are China liable for a natural borne virus, which would then spill over to the liability of other country's for previous pandemics i.e. the U.S. and Mexico for the failure to contain H1N1/09. And then comes the issue of each country's liability for coronavirus epidemics in other countries e.g. Australia's number one source of infection is from the US, so it could be argued that the States' mishandling of the outbreak in their country is joint liability for other countries to which it spread from there.

Also, how are David Fisman and his colleagues "tracking" the numbers there? Do they have some kind of inside info that other institutions don't? Farcical to say their guesses are spot on when it's hard to get information from within China because authorities there are tight-lipped to the point of kicking out foreign journalists. I mean, he said it straight out: "Based on what we think is going on"... is what they think is going on based on numbers China were reporting? If that's the case, then they've really no ground to stand on.

The China numbers make little sense on paper but my Dad lives there, he doesn't know anyone who is sick and the hospitals in his city aren't full at all with sick people, all businesses have reopened including shopping centers cafes and restaurants.
Besides it being mandatory to wear a mask in public they have zero restrictions.
So they seem fairly confident it's not rampant at this point.
