He was on a used set of mediums whereas Lando was on new. Oscar also started struggling with his rears way before Lando did.

Correct. Oscar has one new set available whereas Lando had 2.

Oscar also hasn't raced at this circuit before. He appears to have improved his tyre management at the circuits he has raced at so far this season.

Interesting comment just then from Stefano Domenicali. While talking about adding even more races next year, he was asked about how Max, ALO etc have commented that there are too many races already, and he pretty much said “if they don’t like it, don’t drive”

They sent out Oscar on old softs then brought him back in to adjust the wing and put on a new set of softs. I don't see why they didn't just have him set a time like Lando did on the used softs.

In fairness, Hamilton pulled out P2 in shitty conditions yesterday. The guy can still drive a car. He's just not the best driver on the grid anymore.
