I get it. It sounds pretty categorical.
However it has only been 2 weeks since the election, where in the lead up they said "no new stadium". I ask this: at this point, can they realistically say anything different?
Regarding the review, they would already have a reasonable idea of what they want to do, and the review would flesh out the costs and logistics of what the project looks like.
Whether they change their mind or not, they will continue their current position in the mean time.
I thought it was already ruled out?
