Absolutely suspect that it is confined to the last 8 years

If it went back any further their Premierships would be at risk. Likely the AFL investigated and made the decision to refine the timeline to 8 years to contain a huge scandal involving over payments in the Cat Premiership years - simply they cut a deal - self report and we will contain it to 2012 onwards.
