Would opposition players be able to run with the the receiver, but not interfere? Could they make body contact, but not touch the ball? Should they be made to stand still? What if the player doesn't take a mark? when is the opposition allowed to begin contesting again?

Seems too hard to police.

No, nothing to stop their opponent. They would all take on defensive positioning as they do now, but without the delay whilst umpire sets the new mark so offensive team can choose to play on quicker. Wherever the ball ends up, it's a free kick.
