It is a simple case of the AFL putting in their demands, saying if Tasmania want an AFL team they need a stadium with a roof, not unreasonable given there are a lot of games in Tasmania that are rain affected and rain makes some pretty crappy AFL games, so it is up to Tasmania as to whether they agree or not. No one is forcing them, the AFL have laid out the conditions, and they have to decide if it is worth it or not. They can't have a team in a stadium with no roof as that just makes the AFL product worse.
