Clubs are allowed to promote a rookie, irrespective of a LTI, after round 12. Perhaps that is the misunderstanding

The same article also talks about the hole left by Mitch Brown, which is fairly rich considering he has never played a VFL match, nevermind an AFL match.The AFL website article says Brown is "not expected back until late April at the earliest"
