I think it's funnier that a club that only exists on AFL welfare managed to be fined for salary cap breaches in 2005, 2006 AND 2008.Because its based on the Salary package they get , not how average or not they are.

If it has to exist at all, Band 1 should never be before all non finalists have had their first round pick used.
