There have been too many examples of the opposite scenario in the past

I read a few reports saying the Brander was considered the best KPP in the draft and tipped to go top 10. The Eagles had planned to recruit Oscar at pick 13 as they assumed Brander would have been picked up by then. So they were really surprised when Brander was available at 13 and equally surprised (and delighted) that Oscar was still on the table at 21.
