It wouldn't be the CEO, but whoever is in charge of custody of the votes would surely have a system in place to ensure all the votes are there. That might involve a few different people, but surely someone is ticking off that every 3,2,1 from every match is in order and inside the box. Just like there must be one or more people - or maybe it is some kind off app these days - that transfers the raw votes from the scumps into the nice cards that get read out on the night.
Common sense says this is split between a few people, but not too many.
