My read of the incident at the time was that the ball was in dispute. From Belle's POV her first though was to win the ball and then get a handball out, hence leaving her feet. Then she senses she won't win the ball but is committed so for a split second look to tackle. She then realises she's too high and pull her arms back, but her momentum carries her through. All this happens in probably less than a second.

Brisbane confirmed to ABC Sport it was aware the AFL was looking into the matter, but would leave it with the integrity unit.
