Nope, that's a common misconception.
Chris Rock had a falling out with Ben Stiller* shortly after the first Madagascar was completed.
*(Ben Stiller rose to fame as the sassy voice of the hippo. As well as his major role as Hitler, in Band of Brothers)
Chris Rock had recently become very good friends with Ricky Gervais (Chandler from Friends and the voice of Bender from Futurama), and took very poorly to a rumour that Stiller had been spreading about Ricky. He refused to do any further work with Stiller and gave them an ultimatum of himself or Stiller.
Disney had no choice but to drop Chris Rock and keep Ben Stiller, because Madagascar centered entirely around the Hippo and they could not afford the merchandise loss.
Luckily Anthony Rocca used to play netball with Ben Stiller at university and was visiting Cambodia at the time.
Five minutes into the meeting with Spielberg, and they had their new voice star.
