Happens all the time mate that the MRO refers directly to the tribunalI would have thought that if the offence is classified correctly in the first place, then that determines the penalty. The MRO can't just classify it upwards (to the tribunal) because they think the penalty should be higher. That's supposed to be the point of the classification system.
If the MRO is sending players to the tribunal because they "think" the penalty should be higher, they're just asking for an appeal.
Surely they look at Pedlar and said boys we are wasting our time, and if one gets off our club should be on the phone giving the AFL a no punches hold wtfDay and Rohan both challenging their suspensions.

But you have hit the nail on the head. If the various platforms put more effort into ensuring any account set up has something to tie you to it - then it will go a long way to preventing the issue

You missed this part.Yes, they do - according to the guidelines on page 6 of this document:
Whether the MRO refers to the tribunal depends on the MRO's grading of the offence; not whether the MRO thinks the penalty is insufficient.
For example, if the MRO classifies an offence as Intentional / High / to the body, then that's 2 matches. The MRO can't decide that "2 matches isn't sufficient, so I'll refer it to the tribunal".
For more serious Classifiable Offences, offences which do not fit the Classification Table, Classifiable Offences committed by a Player that has a bad record (particularly for similar previous offences) or in the absolute discretion of the MRO, the Player will be referred by the MRO to the Tribunal (which will determine an appropriate sanction at its discretion)
