It's for four reasons:

1. Play them all against each other. If success is important then they'll race each other to sign up first or take less to better the other potential players.

2. Increase the price of the players for other teams so they cant sign up multiple formidable players or get hurt by their salary caps in the future. A part of the off field battle between powerful clubs. Flexing our muscles.

3. Market the club as a destination for the very best of the league. And market the club generally in the media.

4. Create a smokescreen.

He actually said all the tigers want is for him to do this ( contested mark ), he then went on to say that it's only going to be good for the club if he improves as they may give him another contract, and next year if he improves it's a win/win for the Tiges ( regarding trade value and/or improved player )
