Im not excusing Marshall, as he needs to stand up and assert himself here. But he is completely heholden to the "health advice" of Spurrier, a teniored public service bureaucrat who doesn't need to live in the real world or face the people at the ballot box, just continue on receiving her huge pay cheque in perpetuity. She is loving the past 18 months. All her Christmas's have come at once.
