GCS the AFL essentially went "here's a license, you're based here, good luck!" gave them SFA outside of money, they had to make all the agreements and build all the infrastructure to support themselves.
GWS, the AFL essentially had a hand up their clacker so they could make those agreements and gave them access to every kid and every free person available to raffle. The AFL wanted them to be a dynasty to eat into the NRL since the Swans took ages and they wanted immediate success to wam bam.
GWS only failed because they had the talent, but they didn't have the heart to reach it consistently, GCS never had a chance, AFL dropped them like a hot potato immediately.
