I'm not entirely sure on that.

You could have someone like Dr Phil look at a number of pieces of Trump footage and say that certain traits are consistent with dementia and offer the qualifier that he hasn't done cognitive testing of Trump but based on what he's seen it would appears Trump is exhibiting signs of dementia.

There have been plenty of self-described psychology experts (and many might be) making diagnoses at a distance on Trump.

To be fair, unlike most presidents Trump did not start any new wars. In my opinion because he stands for nothing and therefore is unwilling to defend anything. If he had figured out a way to personally profit from war, he would have begun lots. Which just goes to show how poor a businessman he is, war profiteering is easy.
