WAFC does, both directly and indirectly (through the WA clubs) and WAFC gives money to Subi (et al).
The AFL clubs are funding that level of footy in part depending on the business model applicable in that State, & it differs by State, as does the involvement of club sponsors, hence I questioned your earlier claim:
Considering the vast majority of kids are playing in (AFL sponsored/supported) junior comps, the 'generational growth' is bought and paid for by Victorian football, not the Swans (although really, we pay for them as well, so it amounts to the same thing).
