Critics claim the Victorian government has failed to effectively communicate with multicultural communities in virus hotspots, pointing to a breakdown with local governments and engaging with non-English-speaking families.
Health Minister Jenny Mikakos announced a $37 million package on April 4 for increased surveillance and contact tracing, including a contract with ASX-listed Whispir to communicate with confirmed cases, but sources confirmed communication remained only in English before Monday. Australian Bureau of Statistics data shows five of the six hotspots have more than a third of their residents born overseas, with India, Iraq, Sri Lanka, China, Vietnam and Italy among the leading places of birth.
Victorian Premier Daniel Andrews said hundreds of health officials would be sent out from Wednesday to doorknock on family households. The focus will be on greater cultural and linguistic capability, given the hotspots identified have large migrant communities.
"We had low-level chains of community transmission that we were not necessarily aware of," Mr Andrews told reporters on Tuesday.
"It is principally families, larger families often, making decisions that are not in accordance with the rules and are not the right thing to do.

Thats good, I'm just wondering how far we are from lock down Part 2. The press is certainly whipping up a frenzy again. Don't think we can ever eliminate it in this country while we are continuing to bring back returned travellers in their hundreds every day.At least in slight positive news only 8 community transmissions today.
