The Herald Sun article has no me tion of Pert being part of the panel. Says this instead.
The thorough audit will involve people with considerable experience in successful sporting organisations including former All Blacks manager and culture and leadership specialist Darren Shand.
At least one highly-respected AFL figure, such as administrator Geoff Walsh who reviewed Carlton and North Melbourne recently, is also tipped to be involved.

Basically if Trac was from interstate and could have left like Judd we'd be no different to the 06 eagles losing Judd and Cousins.
To need an external review within 3 years of a flag shows how pathetic the clubs been run even though I'm all for it

The Herald Sun understands Melbourne has appointed former All Blacks manager and leadership and culture expert Darren Shand to assess the club’s operations.
Shand, who spent one week with the club earlier in the season, will review the Demons’ football department alongside Melbourne CEO Gary Pert and interim president Brad Green.
The three men will form the panel which will attempt to get to the bottom of the club’s key failings....
