Would you say that Moroccan Arabs are to Iraqi Arabs what New South Welshmen are to Victorians? Or Brazilian Arabs (of which there are 10 million+) are to Iranian Arabs what Western Australians are to Queenslanders?
The answer is no. There's massive differences based on where they were brought up which makes sense given there's over 400 million Arabic people scattered across the world. Ethnicities are inherently a social construct, ergo you could theoretically be racist towards Palestinians without necessarily having a racial prejudice against Arabic people as a whole. If you don't believe me, go to Morocco or Algeria and hear how a lot of people there will talk about their neighbouring Arabic brothers and sisters. Even if you look at many of the stereotypical reasons people will use to justify racism against Arabic people, they will often point to things that might happen in very conservative and fundamentalist Muslim countries that don't happen in other Muslim countries.
As was rightly pointed out, Palestine exists and therefore Palestinians exist. The fact that they share their Arabic ethnicity with people all over the world does not change that.
