It's a bit confusing -- was he driving without his licence on him? Or has he lost his licence? If the former, then who the hell cares, but I guess it's a bit more serious if it's the latter, especially if he lost it for something serious.

For sure. I think they're as bad as each other. I've had speeding tickets, but I would never consider driving without a valid licence.
