I actually believe this is a big issue. The talent promotion mechanisms are not there.

When was the last good talent to enter the booth. Was it Brian taylor? If so that was mid 2000's. since then Dennis Commtti and Bruce McAvaney have retired. the talent in the commentary box is getting thin imo.
