The one to find the first offense sustained and impose a sanction. The second deadline was to impose the sanction before a second breach occurred, which would have triggered the penalty of suspension.

NaturalDisaster missed both deadlines so should never have continued with the farcical imposition of a punishment that could never have been implemented, it made him look silly, then weak when he backtracked under enormous criticism of the unjust nature of his actions.
