Nope, I found it though. I was a 1991 film called Wedlock with Rutger Hauer. No-one seems to remember it so it was either pretty obscure, or bad. I remember seeing it on light night TV as a kid ages ago. The people in the prison had those things around their neck that would explode if they tried to escape or something.
