If I remember rightly, it was during one of the wars or something, so the farmers had more time in the day to get their business done. I'll have to look it up to be sure.
I'm also pretty sure it was deemed unnecessary shortly after it was implemented, but it stuck and I guess it's too hard to not do it these days?
