I'd suggest CA are doing the old AFL strategy of throw out some insane ones so people are relived when only the half decent ones are implemented, but these are all awful.

Crowds are up this season and so are TV audiences, but trust CA to think it needs to fix its product by bringing in gimmicky rules which serve no purpose whatsoever.
If anything, they should be trying to entice more top-line players from other countries to the competition and ensuring more of the test side plays for their respective clubs.
