Presumably the perp is drug affected, or in drug withdrawal.
Been thinking recently.
We should re-introduce the death penalty for these animals, when it is an open-and-shut case.

None of this close to metro sh!t, where everyone can come visit every day, drugs go in every day...

Build one in central australia somewhere, supported by federal government $$$ and each state pays a % of crims they send there.

And before you say, you need workers to live there to support it. Enough people are happy with FIFO jobs at mines, same thing here
