Because it's the way of the tv rights.
AFL have sponsorship via foxtel and ch 7 during the footy season.
pre season games are shown only on foxtel and kayo.

local council redid some walking tracks that had washed away with compacted rock etc.......first bit of decent rain, all washed away. May as well concrete it like the majority of footpaths in our area.
